Traversing the claim graph

Traversing the claim graph agentically is straightforward, since the fetch-claim tool accepts claim IDs as parameters and returns claim IDs for all linked claims. This is especially relevant for agents responsible for graph-level maintenance, but it is useful for all agents — including those matching new claims to the graph.
